From Risk to Recovery

Science, Technology, and Social Innovation for Disaster Risk Reduction, Rehabilitation, and Reconstruction

An edited volume to be proposed to Springer Nature, developed in conjunction with the International Disaster Technology Summit (IDTS) 2026, organized by the National Research and Innovation Agency of the Republic of Indonesia (BRIN), 10 to 12 December 2026, Indonesia Convention Exhibition (ICE) BSD City, Tangerang, Indonesia (hybrid).

About the Book

Indonesia is one of the most disaster-exposed countries in the world. Earthquakes, tsunamis, volcanic eruptions, floods, landslides, droughts, and climate-related hazards repeatedly test the capacity of communities and institutions to anticipate, absorb, and recover from shocks. Oftentimes, these events are a manifested from complex and cascading risks. Reducing risk and rebuilding after a disaster are not separate tasks: they form one continuum that connects risk knowledge, early warning, preparedness, emergency response, rehabilitation, and reconstruction.

IDTS 2026 brings together BRIN, central and local governments, the National Disaster Management Agency (BNPB), the Ministry of Public Works, development partners, and academia to accelerate science, technology, and innovation for disaster mitigation and recovery. As part of the summit, the editors invite researchers, lecturers, disaster risk reduction practitioner, and students to submit chapter proposals that will be presented at the summit and developed into a peer-reviewed edited book.

Aims and Scope

The book presents rigorous, policy-relevant, and multidisciplinary research that follows the full disaster management cycle, from disaster risk reduction to rehabilitation and reconstruction. It bridges the natural and engineering sciences with the social sciences and humanities, and links scientific evidence with real-world decisions by governments, communities, and development partners.

The volume is guided by the Sendai Framework for Disaster Risk Reduction 2015 to 2030, in particular its call to understand disaster risk, strengthen risk governance, invest in resilience, and “Build Back Better” in recovery, rehabilitation, and reconstruction. Contributions drawing on Indonesian experiences are especially welcome, as are comparative studies from Southeast Asia, the Asia Pacific, and other disaster-prone regions.

We welcome empirical research (quantitative, qualitative, and mixed methods), new theoretical insights, technology development and validation, case studies, policy analysis, systematic reviews, and conceptual contributions. Each chapter should offer clear lessons for research, policy, or practice.

Thematic Parts and Topics

The book is organized into four parts that follow the continuum from risk to recovery. Topics include, but are not limited to:

Part I. Understanding Disaster Risk (New Theoretical Insights/Perspectives)

  • Multi-hazard and cascading risk assessment, mapping, and modeling
  • Exposure, vulnerability, and capacity analysis, including social and health vulnerability
  • Climate change, environmental degradation, and emerging risks
  • Population dynamics, migration, urbanization, and disaster risk
  • Data, remote sensing, geospatial analytics, and artificial intelligence for risk knowledge

Part II. Risk Reduction, Early Warning, and Preparedness

  • Early warning systems, impact-based forecasting, and last-mile communication
  • Earthquake-resistant housing and resilient infrastructure
  • Risk-informed spatial planning and land use
  • Community-based disaster risk reduction, local and indigenous knowledge
  • Disaster education, risk communication, and preparedness behavior
  • Risk governance, regulation, and financing, including disaster risk finance and insurance

Part III. Emergency Response and Social Protection

  • Disaster logistics, search and rescue, and emergency operations
  • Health systems, public health, and psychosocial support in emergencies
  • Adaptive and shock-responsive social protection, anticipatory action, and cash transfers
  • Gender, disability, children, older persons, and inclusive disaster management
  • Disaster monitoring dashboards, digital platforms, and humanitarian data

Part IV. Rehabilitation, Reconstruction, and Resilient Recovery

  • Post-disaster needs assessment and recovery planning
  • Housing reconstruction, relocation, and resettlement
  • Livelihood restoration and economic recovery of affected communities
  • Build Back Better: lessons from past reconstruction programs
  • Coordination among national, local, and non-state actors in rehabilitation and reconstruction
  • Monitoring, evaluation, and accountability of recovery programs

Who May Submit

  • Researchers and engineers at research institutions, including BRIN and international research partners
  • Lecturers and academics at universities in Indonesia and abroad
  • Postgraduate and undergraduate students with an interest in disaster studies (students are encouraged to co-author with a supervisor or senior researcher)
  • Practitioners and analysts from government agencies (BNPB, BPBD, ministries), NGOs, and development partners who can contribute research-based chapters

Co-authorship across disciplines, institutions, and countries is strongly encouraged. Each person may be the first author of no more than one proposal, but may be a co-author of up to two proposals.

Submission Guidelines

Stage 1: Chapter proposal (extended abstract)

Submit your proposal in English through the online form on this page. You will need:

  1. Proposed chapter title
  2. Names, affiliations, email addresses, and ORCID iDs (if available) of all authors
  3. The selected part of the book (Part I, II, III, or IV)
  4. An extended abstract of 400 to 600 words covering the background and research problem, objectives, data and methods, main (expected) findings, and contribution to research, policy, or practice
  5. Four to six keywords
  6. Five to ten key references
  7. A short biography of each author (maximum 80 words each)

Only original work that has not been published and is not under consideration elsewhere will be accepted.

Stage 2: Full chapter

Authors of accepted proposals will be invited to submit a full chapter after the summit:

  • 6,000 to 8,000 words (about 15 to 20 printed pages), including references, tables, and figures
  • Clear academic English; authors are responsible for language editing
  • Prepared with the Springer Nature book chapter template and author instructions
  • High-resolution figures (at least 300 dpi) and permission for any third-party material

Selection, Presentation, and Review

Up to 40 proposals will be selected for presentation, and around 20 to 24 chapters will be accepted for the book after full peer review.

  • Abstract selection. Each proposal is assessed by at least two editors on relevance, originality, soundness of data and methods, policy or practice relevance, and clarity. Diversity of hazards, regions, disciplines, and author backgrounds is also considered.
  • Presentation at IDTS 2026. Accepted authors present in the Thematic Forum on 10-11 December 2026 at ICE BSD City, in four parallel sessions following the four parts of the book. Each presentation is allotted 12 minutes, followed by discussion. Online presentation is possible. At least one author of each accepted proposal must present.
  • Full chapter review. Presenting at the summit does not guarantee publication. All full chapters undergo double-blind peer review by at least two reviewers.
All communication is by email. After submitting, you will receive a confirmation email with your submission ID. Decisions, schedules, and review results will be sent to the corresponding author’s email address. Please quote your submission ID in all correspondence.
